Asset Manager - Affordable Housing

Northwest Housing Alternatives (NHA) is looking to hire a mission-oriented Asset Manager to oversee and provide strategic oversight of our affordable housing portfolio. This position is critical to ensuring NHA’s mission to provide opportunity through housing across the entire state of Oregon.

NHA is seeking an experienced and dedicated professional to fill this role. The position includes oversight of both asset and capital project management functions, integrating financial oversight, compliance monitoring, and long-term property performance planning. The Asset Manager will be responsible for a portfolio of multifamily properties as well as a portfolio of single-family homes, known as "group homes," master leased to third-party care providers serving individuals with intellectual/development disabilities (I/DD) and chronic mental illness (CMI).

Position Summary:

The Asset Manager ensures the long-term financial health and sustainability of NHA’s affordable rental portfolio. This position oversees the economic, financial, physical, and compliance needs of NHA’s properties while managing capital improvement projects and risk mitigation strategies. The role requires expertise in asset management, financial analysis, project oversight, and capital planning for both multifamily and group home properties. Success in this role will be measured by the financial performance of NHA’s portfolio, compliance with regulatory requirements, timely completion of capital projects, and stakeholder engagement.

This position plays a crucial role in ensuring NHA’s properties promote diversity, equity, and inclusion for residents and the broader community.

Essential Duties and Responsibilities:

1. Financial Analysis & Risk Management

Review monthly reports for each property; analyze performance against budget; identify utility consumption outliers and recommend corrective actions.
Oversee the property budget process, including rent increases (OHCS, Section 8) and contract renewals.
Review and edit audited financial statements, ensuring timely reporting.
Monitor cash flow, including distributions to NHA and partners.
Develop asset management strategies for properties under development.
Analyze and develop strategies for expiring Year 15 LIHTC deals and Limited Partner buyouts.
Create reports, dashboards, and presentations for NHA leadership, board members, and external stakeholders.

2. Compliance & Contract Management

Ensure compliance with public and private housing finance programs (HUD, LIHTC, Section 8, PRAC 811/202, HOME, CDBG, OAHTC, and others).
Maintain relationships with property management companies, funders, investors, and regulatory agencies.
Interpret and manage partnership agreements, loan documents, and regulatory agreements.
Ensure regulatory and financial reporting compliance.
Manage and negotiate leases and lease renewals for group homes, ensuring lessee compliance and proper property maintenance.

3. Physical Needs & Capital Project Management

This role requires the ability to travel frequently within the Portland-Metro area. Property site visits may involve walking, standing, climbing stairs, or exposure to varying weather conditions. Reasonable accommodations will be made as necessary.
Conduct property site inspections and assess physical conditions, working with third-party specialists as needed.
Plan and oversee capital needs assessments, preventative maintenance programs, and capital improvement projects.
Manage long-term replacement reserves and oversee reserve transfer requests.
Develop and maintain relationships with general contractors and preferred vendors.
Oversee emergency repairs and ensure timely response and documentation in compliance with state and funding requirements.

4. Departmental Support

Provide technical assistance in the preparation and maintenance of portfolio capital and budgetary strategies.
Support Asset Management Department operations, including data management, report production, and financial analysis.
Assist in the preparation of periodic reports to lenders, investors, and public funding agencies.

Essential Knowledge, Skills, and Abilities:

Required Qualifications

Bachelor’s degree in Business Administration, Real Estate, Finance, or a related field (alternative education and experience qualifications considered).
Four years of experience in asset management, real estate development, or a related field.
Knowledge of housing operations, compliance, and asset management best practices.
Experience in financial modeling, investment analysis, and risk assessment.
Strong analytical and problem-solving skills.
Ability to lead projects and collaborate with internal and external stakeholders.
Proficiency in Microsoft Excel, Outlook, and Office 365; exposure to property or asset management software.
Highly self-motivated with the ability to work independently and execute goals effectively.
Strong written and verbal communication skills.
Demonstrated commitment to social equity, access, and inclusion.
Ability to travel frequently within the Portland-Metro area (valid driver’s license and reliable transportation required).

Preferred Qualifications

Asset Management Specialist (AMS) or Certified Housing Asset Manager (CHAM) Certification from NeighborWorks Training Institute.
Certified Property Manager (CPM) designation from the Institute of Real Estate Management.
Project management experience, particularly in managing multiple concurrent capital projects.
Uniform Physical Condition Standards (UPCS) certification.
Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.
