Family Economic Opportunity Program Specialist - CASA of Oregon

This position is classified as Exempt and Full-Time, and reports to the Family Economic Opportunity Director.

This position is a Grade 1 with a starting Salary of $43,350.

 
ORGANIZATIONAL OVERVIEW
CASA of Oregon (CASA) began its work more than 30 years ago by supporting local organizations that provide housing for farmworkers and other populations who have been marginalized in primarily rural areas throughout the state. Today, we enhance economic and housing security for Oregonians in need by working in four key areas: 

Manufactured Housing Cooperative Development Center (MHCDC) – We develop and support manufactured-home community resident-cooperatives through organizing, training, and technical assistance. We also support the negotiation and oversight of the purchase and financing. 

Real Estate Development (RED) – We partner with local community organizations and nonprofit housing sponsors to increase the stock of—and improve existing—affordable rental housing and community facilities. We serve as a developer, consultant, and technical assistance provider. 

Family Economic Opportunity (FEO) – We partner with local agencies to administer Individual Development Accounts (IDAs), which enable individuals and households with limited financial resources to save and build assets at an accelerated pace through a match savings program. 

Community Loan Fund (CLF) – We provide financing to support the development and preservation of affordable housing and community facilities. Loans provided include predevelopment, construction, bridge and secondary permanent financing.

POSITION OVERVIEW
The Family Economic Opportunity Program Specialist works closely with a team to fulfill the daily administrative duties of the Family Economic Opportunity Department. Our core programming centers around asset building and other financial empowerment work, referred to as Individual Development Accounts (IDAs). The Department oversees a large statewide program, with over 1500 active participants each year and 60 nonprofit program partners. The person in this role will provide excellent customer service to our partners, clients and the public by fielding day to day inquiries and serving as our Help Desk. This role reviews material sent through our general inbox and screens it before forwarding for processing. As part of the team, this role also plays a valuable role in external communications, reporting invoicing data management, event planning and other essential duties. Persons in this role must embody the social, economic and racial justice principals behind asset building and feel confident in bringing these values to the various tables that they are included in. 

 RESPONSIBILITES
  • Reviews and processes participant enrollments, withdrawals or banking transactions for accuracy and completeness in accordance with State and Federal regulations and program policy
  • Processes and distributes statements and client notices to participants monthly/quarterly
  • Updates Outcome Tracker database and prepare various authorizations as appropriate
  • Upload and record relevant documents as well as creating and maintaining reports and queries in the Outcome Tracker database
  • Manages all exit paperwork and account closure processes
  • Complete data management and clean up monthly
  • Monitors the IDA and Documents email inboxes and phone
  • Review and process incoming supporting documentation in Outcome Tracker
  • Assists Program Director in the development, production, and tracking of annual contracts, invoices, and member payments
  • Assists Program Director in completing quarterly NeighborWorks America reporting requirements
  • Oversees the coordination of events and trainings in collaboration with Program Manager and Program Director
  • Monitor and reconcile applications fees and assist in invoicing process in collaboration with E3 Program Manager and Program Specialists
  • Work with partners and/or financial institutions to provide training and technical support regarding enrollments, withdrawals, or account transactions
  • Collaborates with program staff and partners on the review and revision of existing forms and protocols for effectiveness and modernization, updating forms and program handbooks periodically
  • Identifies modernizations and technological improvements to help move program forward
  • Monitors contact information updates and maintenance on website, databases, and list serves and department shared folder
  • Oversees program newsletters and maintains marketing materials
  • Communicates with network partners and other staff in a timely fashion
  • Provides back up for other staff as needed
  • Completes other duties as assigned

QUALIFICATIONS
EducationAssociates Degree or equivalent. Lived experience and work history may be a substitute for formal education.  
 
Experience: One or more years combined experience working in customer service and/or administrative support, high volume customer interaction and working in a fast paced environment. 
  • Have a passion for working to improve the economic opportunities of low income people
  • Have experience working with people from diverse backgrounds
  • Be diplomatic, patient and possess good listening skills
  • Demonstrate excellent written and oral communication skills

  • Bicultural and/or Bilingual is a plus
  • Experience and familiarity working with Individual Development Accounts is a plus
