MHCDC Homeownership Navigator – Manufactured Housing - CASA of Oregon

This position is classified as Exempt, Temporary and Full‐Time, and reports to the Manufactured Housing and Cooperative Development (MHCDC) Director. There is potential for full‐time, permanent employment depending on organizational resources and capacity at the end of the term.

This position is a Grade 6 with a starting Salary of $62,231 ‐ $69,351.

ORGANIZATIONAL OVERVIEW
CASA of Oregon (CASA) began its work more than 30 years ago by supporting local organizations that provide housing for farmworkers and other populations who have been marginalized in primarily rural areas throughout the state. Today, we enhance economic and housing security for Oregonians in need by working in four key areas:

Manufactured Housing Cooperative Development Center (MHCDC) – We develop and support manufactured-home community resident-cooperatives through organizing, training, and technical assistance. We also support the negotiation and oversight of the purchase and financing.   

Real Estate Development (RED) – We partner with local community organizations and nonprofit housing sponsors to increase the stock of—and improve existing—affordable rental housing and community facilities. We serve as a developer, consultant, and technical assistance provider.  

Family Economic Opportunity (FEO) – We partner with local agencies to administer Individual Development Accounts (IDAs), which enable individuals and households with limited financial resources to save and build assets at an accelerated pace through a match savings program.  

Community Loan Fund (CLF) – We provide financing to support the development and preservation of affordable housing and community facilities. Loans provided include predevelopment, construction, bridge and secondary permanent financing.

POSITION OVERVIEW
CASA of Oregon is looking for a Spanish/English bilingual person who can provide critical thinking, consultation, data tracking, case management level guidance, trauma‐informed support, and reliable leadership to wildfire survivors returning to or joining the Talent Mobile Estates Manufactured Home Cooperative as the community is rebuilt with new homes funded by the State and a new resident‐ownership structure. The Homeownership Navigator will be responsible for collaborating with our manufactured housing cooperative development team to coordinate, support, track, and educate the returning and new residents of Talent Mobile Estates. Residents will need to be educated both on the ROC USA resident‐owned community model that the community will operate within as well as the owner‐occupancy and ownership term agreements established by Oregon Housing and Community Services (OHCS) as part of their purchasing of new homes for wildfire survivors.

In concert with CASA of Oregon’s organizer who will primarily be responsible for the coordination and establishment of the cooperative as an organization, the Homeownership Navigator will be working in a case management capacity with every household who is returning to or joining the community. CASA of Oregon team members will rely on this person for critical information regarding the household housing status and needs. Additional collaborators for this role include CASA of Oregon’s Asset Manager, Project Manager and the community’s professional property management company,
as space leases are established. In addition, this position will also need to coordinate homeownership placement with the project’s local culturally‐specific organization, Coalición Fortaleza, and the local homeownership referral coordination agency, Access, as well as other local resource organizations, dependent upon the needs of the household. Recording and reporting of confidential information and non‐confidential information will be required to support the grant and subsidy requirements involved in this project.



RESPONSIBILITES
Program Development and Administration
  • In collaboration with local organizations, develop case management plan for all new and returning households in the manufactured home community along with input from the Manufactured Housing and Cooperative Development team and Coalición Fortaleza to include project timelines, navigation resources, MH homeowner education, and other recovery resources in compliance with Federal and State program requirements;
  • Implement housing navigation and case management plan for all Talent Mobile Estates residents, tracking timelines, home allocation, funding compliance, homeownership education, ownership documents, provision of additional support and resources, and other related housing navigation support;
  • Regularly update fellow CASA of Oregon team staff to coordinate project‐wide timelines and progress.
  • Develop required resident data collection system, including income surveys, resident demographics, homeownership status and prepared required reports to meet funding requirements
  • Other duties as assigned
Record‐Keeping and Reporting
  • Develop and maintain accurate and complete records of communication, needs, resources, and statuses of all households throughout the recovery and redevelopment process
  • Reporting of aggregated data as needed for internal and external purposes including governmental grant reporting, nonprofit partner reporting and for general organizational media and informational needs.
Other responsibilities involving support of homeowners:
  • Respond to phone calls and email inquiries from homeowners who are requesting resources or in need of assistance; promptly respond and provide resource referrals as needed
  • Develop, maintain and expand resource library of local resources, neighborhood involvement and other services that support successful homeownership.
  • Track homeowner inquiries and requests for help; assist in analysis of data collected to spot trends to improve post homeownership support and education program
  • Support homeowners by connecting them with community resources, as well as available discount programs and assist with removing barriers and clarifying processes to facilitate access
  • Support the transition from wildfire survivor to homeowner in collaboration with MHCDC Team.
  • Collaborate with a wide variety of local stakeholders outside of CASA.
  • Work cross departmentally with the RED department in the implementation of the 1‐year warranty process with a focus on educating the household on the process and ensuring any identified work items are corrected.
  • Other duties as assigned

QUALIFICATIONS
We recognize that your time is valuable. We will be looking for the following minimum qualifications:
  • Fluent in Spanish & English
  • Located in or near Medford, OR, ideally no further than 20 miles away from 460 Arnos St. Talent, OR
  • Preference for Bachelor degree and/or the equivalent of work experience in some, preferably all, of the following work areas: homeownership counseling, financial literacy, low‐income housing case management, housing navigation as part of disaster recovery
Other Knowledge, Skills, and Experience desired:
  • Minimum three years of experience supporting clients from diverse backgrounds in a social service, education or housing setting. Experience can be professional, volunteer or lived
  • Excellent customer service, supported with compassionate and diplomatic written and oral communication skills; effective in serving and supporting diverse audiences
  • A curiosity in exploring new, innovative ways to support homeowners in a holistic, meaningful and engaging way
  • Ability to balance big picture, long term goals of program with day‐to‐day attention to detail, multi‐tasking skills and timely follow through
  • Experience with content drafting for print and electronic outreach materials a plus
  • Trauma informed skills and strengths‐based approach to see and recognize the resiliency and capability of homeowners
  • A collaborative, team‐supportive attitude, as well as the ability to work independently
  • Highly proficient with Microsoft Office, databases and ability to learn as needs of the job and available technology evolves Preferred Knowledge, Skills, and Experience:
  • Experience working with Salesforce, cloud based systems
  • Knowledge of the home buying process, especially of manufactured dwelling structures
  • Ability to compose and update manuals, rules, and application forms for the program
  • Experience reviewing and analyzing a wide range of reports to identify trends, resolve technical problems, and improve service delivery
  • Experience with program development including forecasting and planning for volume, costs, and delivery
  • Ability to work successfully with diverse partners and community members
  • Strong attention to detail and ability to follow plans through to completion
  • Excellent written and verbal communication skills including clear, concise, and professional communication

WORK ENVIRONMENT
  • Work is in an indoor, at‐home office setting and driving to various housing sites at and meeting areas throughout Jackson County. A flexible work week schedule is available.
  • this position requires travel within Jackson County, the state and to trainings out of state including day and evening and weekend work.
